Does ESD No. 2 currently have EMS stations or has the District purchased EMS units?
No. The District does not currently have EMS stations and has not purchased EMS units.
Are there future areas identified for stations?
Not at this time. The District is evaluating options, but no locations have been designated.
Should the deployment/post plan be based on call volume or geographic coverage?
Both. The plan should be data-driven (call volume and demand) and also provide coverage across the entire District.
The 8:59 / 90% fractile standard can significantly increase cost depending on system design.
This is a District-wide target. Respondents should clearly explain their assumptions, approach, and cost tradeoffs.
Is the District expecting a system status plan or fixed post locations designated by the District? The District is not prescribing a specific model. Respondents may propose a system status plan, fixed locations, or a hybrid approach.
Can you please clarify for us the annual volume please? (see the attachment).
Yes, the volumes referenced came from two different sources. To ensure consistency, use the data provided directly by the current service provider., which is 3475 total EMS runs inside ETJ in 2025, 173 No Transports.
There has been recent turn over with ESD #2 commissioners, does this effect the current RFP that is out for the ESD #2?
No, the recent turnover does not affect the current RFQ/P process. The Board established placing EMS resources in the County (outside city limits and within the District) as a short-term objective in February, and that direction remains in place.
What is the deadline for questions to be submitted to the District?
The deadline to submit questions for the RFQ/P is April 20, 2026 at 5:00 PM CST.

What is the payor mix?
The payor mix is not available for the District.
Is the RFQ/P still due on May 4, following the recent extension with Odessa Fire Rescue for EMS coverage through March 31, 2027?
The RFQ/P remains on its current schedule, with responses due on May 4, 2026 at 3:00 PM CST. The recent extension with Odessa Fire Rescue does not change the District’s timeline for evaluating long-term EMS service options.
Will the District provide fire apparatus to respond alongside ambulances on EMS calls?
The District does not intend to prescribe a fixed response configuration (e.g., automatic fire apparatus accompaniment on all EMS calls). Currently, EMS response within the District is supported by Odessa Fire Rescue, which may include fire apparatus depending on call type and availability.
Are respondents required to include fire apparatus in their proposed response model, or may alternative approaches be proposed?
Respondents are not required to include fire apparatus and are encouraged to propose the response model they believe best meets the District’s performance expectations, including the 8:59 / 90% response time standard, while balancing system efficiency and cost. This may include, but is not limited to:
- EMS-only ambulance response
- Tiered response models
- Quick response vehicles (QRVs)
- Smaller, staffed response units (e.g., pickup trucks, Tahoes, or similar)
- Continued coordination with fire resources, where appropriate
All proposed approaches should be clearly defined, supported by data, and include any assumptions regarding the use (or non-use) of fire resources.
Does the District expect respondents to provide a fully data-driven deployment/GIS-style system analysis, or a professional recommended service model based on the information provided?
The District expects respondents to provide a data-driven, professionally recommended service model based on the information provided in the RFQ/P. Proposals should include supporting analysis and clearly stated assumptions.
If the District expects a data-driven deployment analysis, can additional operational data be provided?
This is a data-driven procurement, and the District expects respondents to develop and justify their deployment model based on operational data. The District has provided the core data set currently available from its service provider, including total incident volume and transport data. These figures should be used as the baseline for all analysis.
Are there additional validated datasets available for release?
At this time, the District does not have additional validated datasets available for release.
If additional data is not available, how should respondents approach their analysis? Respondents should:
- Use the provided data as the baseline
- Clearly state all assumptions used in the analysis
- Demonstrate how the model performs under varying demand conditions, including peak and concurrent call scenarios
- Provide a defensible methodology that can be evaluated consistently across submissions
Why is historical operational data limited or not available?
Ector County ESD No. 2 is a newly created district, approved by voters in May 2025, and has not previously operated EMS services. As a result, the District has not generated its own historical operational dataset.
Prior to the District’s creation, EMS services were provided by Odessa Fire Rescue without defined District boundaries. Accordingly, historical data was not tracked or reported specifically for the District area.
The District has worked with its current service provider to obtain the most relevant summary-level data available for the District area and has shared that information as part of this procurement.
Respondents should use the provided data as a baseline and clearly state all assumptions in their analysis.
Does the District currently provide facilities for staff accommodation, such as sleeping quarters, bathrooms, and kitchen space?
The District does not currently own or operate facilities with established staff accommodations, including sleeping quarters, bathrooms, or kitchen space. Respondents should assume that any required crew accommodations (e.g., sleeping quarters, restrooms, kitchen/day room space, or similar) will need to be addressed as part of their proposed service model. The District is actively evaluating interim and long-term facility options and is open to respondent input regarding facility needs and configurations. Any assumptions related to housing or crew accommodations should be clearly outlined in the proposal.
